FEATURES OF USING TEST TASKS FOR STUDY ACHIEVEMNTS ASSESSMENT OF PRIMARY SCHOOL STUDENTS ON THE BASIS OF THE LEVEL APPROACH IN CONDITIONS OF SECOND GENERATION FEDERAL STATE EDUCATIONAL STANDARDS (FSES) IMPLEMENTATION

Background. The strategy of education development determines a set of tasks for the system of general education, among which the first place is taken by mastering of the system of base knowledge and skills by the elementary school students, their successful introduction to study activity, formation of educational self-dependence. These tasks absolutely meet the requirements of the Federal State Educational Stan-dards on new generation, determining the transition to achieving the new educatio-nal result on the basis of the level approach. However, the real pedagogical practice is far from the suggested FSES educational goals, views on the new educational re-sults and approaches to measurement and assessment thereof. The explanatory-illustrative method, the authoritarian pedagogical style, the strict system of external control and assessment, still prevailing at the school, could provide transfer of only the necessary sum of knowledge to pupils. However, these means are incapable of developing such qualities as self-dependence and responsibility, creativity and communicability, ability to set and solve problems, to acquire new knowledge, and other key component of the new educational result. All the above mentioned proves the presence of a significant contradiction: the Russian system of education requires to obtain the new educational result, and the existing pedagogical practice (the dis-torted understanding of the educational result, the undeveloped condition of diag-nostic instruments for the result alteration, unreadiness of teachers to adapt to the new innovative content of education and modern educational technologies) is incap-able of providing such result. The goal of the study is to reveal the relevance of us-ing test tasks for assessment of study achievements of primary school students, based on the level approach realized in the standards of the new generation.
